Services we provide (Mission Statement)
1. Support Commonwealth ESF-2 Mission (MAESF-2) as deliniated in
the MASS CEMP. 2. Augment RACES mobilization during the In-disaster phase. 3. Mobilize to provide communication support services for EMA's/Public
Saftety if RACES is not activated during the In-disaster phase. 4. Mobilize to support NGO's (Non-Governmental Agencies) such as
the American Red Cross and Salvation Army (SATERN) during the
In-disaster phase. 5. Provide communication support services to Public Service
Agencies during the Post-Disaster phase. 6. Mobilize to support NGO's (Non-Governmental Organizations)
such as the American Red Cross and Salvation Army (SATERN)
during the Post-disaster phase. 7. Provide ARES Mutual Assistance Teams (MAT) to assist other
districts in our section on as needed or requested basis. 8. Launch ARESMAT's to support Post-Disaster missions out of
section, such as our deployments for the Sep 11, 2001 NYC
"Ground Zero" effort. 9. Conduct periodic district and section-wide emergency
communication exercises, including the annual Simulated
Emergency Test (SET) and other communciation exercises on the
district and section levels. 10. Host Workshop training sessions several times a year. 11. Support to the emergency communications education program
offered by section clubs and online by the ARRL. 12. Support and liaison to clubs with emergency communication
teams. 13. Holding of regional ARES nets on various frequencies (please
click on net/frequency button on upper left). 14. Retention of the present membership and recruitment of new
members. 15. Seemless integration of the EMa ARES program with SKYWARN
operations in support of the National Weather Service Taunton
County Warning Area.
Our leadership

Coordinator
Rob, KD1CY, heads up the SKYWARN program while
also functioning as the Eastern Massachusetts Section
Emergency Coordinator and director of the Amateur Radio
Emergency Service within the ARRL EMa section. Rob may be

Operations within our section are focused on six districts
roughly organized along county lines, and Radio Amateur Civil
Emergency Service (RACES) Regions in our section. Currently, the
EMa ARES program is managed as follows:
CCARES
District Emergency
Coordinator

Frank, WQ1O, is the DEC for this large and
challenging area which consists of Cape Cod, the island of
Martha's Vinyard, and Nantucket Island. Frank heads the CCARES
organization and is the Hyannis Red Cross Communications
Officer. Frank is an experienced verteran of field operations,
and NTS procedures. He frequently presents material about field
operations at all ARES Workshops, including the "go-kit"
presentation and operator personal safety. Frank may be

South Shore
District

Plymouth and Bristol county, RACES Region Two

Carl Aveni, N1FY received his
first ham licence in 1988. He has been a member of the
Massasoit Amateur Radio
Association (MARA) and the Marconi Radio clubs ever since.
Carl has held most of the elected offices in MARA and is
currently serving his second two-year term as its president. He
is on the Board of Driectors of the Skywarn Spotter program for
the NAtional Weather Service in Taunton, MA, where he is one of
their primary amateur radio operators called to duty during
severe weather events.. In addition, Carl is the RACES
Communications Officer for the Emergency Operations Center in
the town of Bridgewater, MA.
Carl serves as the District Emergency Coordinator for South
Shore operations and as the director of the Eastern
Massachusetts ARES Emergency Communications Command Center in
Bridgewater, MA.
As the Assistant Section Manager for Eastern MA, Carl will
function as the Chief of Staff to Section Manager, Mike Neilson
W1MPN, helping him administer and supervise field operations for
amateur radio in the section.

Blake T. Haskell, K1BTH, was recently
appointed DEC - Emergency Operations
by EMa ARES SEC Mike Nielsen. Prior to this appointment, Blake
served as EC
for the Boston Emergency Response Team of the Boston Amateur
Radio Club. He is the RACES Officer for the Town of Hull, MA and
has long been active in
public safety communications. Professionally, Blake is the
President of J.
D. Hunter, Inc., a wireless site development and management
company based in Hull, Massachusetts.

Eric, KA1NCF, is the DEC for the North Shore
area. This challenging area consists of much of Essex County
including Cape Ann. Eric heads the North Shore ARES organization
and is an Officer of the North Shore Radio Association Club.
Eric is an experienced verteran of field operations, and
numerous public service events. Eric held this position in the
past, and we are most pleased to have him on the staff once
again.

Mark,
KB1EKN, is the DEC for the Metro District, which incorporates
the City of Boston and the surrounding metropolitan area. Mark
brings experience, impeccable qualifications and a strong
positive leadership style to the position. Mark maybe contacted
